The club and stewards had worked on getting the meeting restarted but conditions were unlikely to ease.
The club removed all umbrellas and like on Tuesday in anticipation of the conditions.
The start of the first race was delayed a couple minutes after the wind knocked over part of the inside rail at the 1300m.
The first three races were run and won without any other incident.
