State senator federally charged with extortion in blackmail scheme

State Sen. Dalya Attar faces federal extortion and conspiracy charges as part of an alleged effort in which she, her brother and a Baltimore Police officer tried to blackmail a political consultant from speaking out against Attar in the run-up to the 2022 election, according to a recently unsealed federal indictment.

Attar, who was in the House of Delegates at the time, conspired with her brother, Joseph Attar, and Kalman Finkelstein, the city police officer, to spy on the political consultant who, according to the indictment, opposed Attar’s candidacy.

Dalya Attar did not immediately return a request for comment Thursday morning. None of the defendants had attorneys listed in online court records.

A spokesman for the Baltimore Police Department did not immediately return a request for comment.

The consultant, who is unnamed, was apparently in a romantic relationship with another person who was married, according to the indictment. Dalya Attar, her brother and Finklestein hid recording devices in the apartment the consultant was staying in, and captured footage of the consultant and the other victim in bed together, according to the indictment.
