Nicotine pouch brand welcomes government move to ban sale to under-18s

It will also include restrictions as to where they can be positioned in shops as well as limiting flavours, strengths, packaging and how they are advertised.

Retailers caught selling the product to under-18s will be fined £200.

Klar, a next-generation nicotine pouch brand, is welcoming the move as an important step towards responsible regulation of the category.

Tomas Hammargren, chief risk reduction officer at Klar said: “Too many nicotine products today are being marketed irresponsibly, immaturely designed and dangerously strong.

“This not only puts young people at risk but also jeopardises adult smokers’ future access to products genuinely designed to help them quit. Responsible regulation is essential.”

“Millions of adult smokers are looking for effective ways to stop smoking. Nicotine pouches offer a promising alternative, as they don’t involve combustion or inhalation. Yet too many in the industry are exploiting weak rules to push risky products.

“This distracts from the real conversation. How scientifically backed nicotine pouches, like Klar, can support harm reduction and smoking cessation.”

“If regulation fails to keep pace with science, we risk leaving nicotine users without safer options and undoing years of progress in reducing smoking rates.

“That’s why we welcome stronger rules to curb underage use and limit dangerously high nicotine strengths. Steps that protect young people and preserve access to responsible, evidence-based alternatives.”
