SNAP recipients in Alabama face 35% reduction in benefits as DHR updates system

The Alabama Department of Human Resources (DHR) is working to implement a significant reduction in Supplemental Nutrition Assistance Program (SNAP) benefits following directives from the U.S. Department of Agriculture Food and Nutrition Service (FNS). On the night of Nov. 8, 2025, DHR received a memorandum from FNS instructing states to process partial SNAP payments with a 35% reduction in maximum allotments, as outlined in previous guidance on Nov. 5.

The reduction stems from changes to the Thrifty Food Plan, which means that a straightforward 35% cut from a recipient’s normal monthly benefit may not reflect the actual amount received. DHR is currently updating the SNAP system to calculate each household’s benefit at the reduced rate. The department aims to release the adjusted benefits by the end of the week, provided there are no further changes from FNS or unforeseen issues with the system update.
