Liam Scales, Jack Taylor, Josh Cullen, Chiedozie Ogbene and Troy Parrott all come into the side.
They replace the injured Evan Ferguson and Will Smallbone with Ryan Manning and Jayson Molumby suspended and Festy Ebosele dropping to the bench.
There are also five alterations to the Portugal side who drew with Hungary.
