Full Circle Saipan donates $30K in paint for Precinct 3 beautification projects

As part of an ongoing effort to enhance community spaces through public-private partnerships, Full Circle Saipan last week donated $30,000 worth of paint to the office of Precinct 3 Representative Elias M. Rangamar. The donation, which will be used to refurbish bus stops, public benches, and basketball courts, aims to brighten neighborhoods and promote civic pride across the precinct.

Full Circle Saipan is the island’s official distributor of PPG paints and related products.

“Today’s turnover marks a shining example of partnership between the private sector and public service,” Rangamar said. “With this donation from Full Circle Saipan, we’ll be able to improve dozens of community areas in our precinct.”

Rangamar said the paint will be used to refurbish bus stops, public benches, and basketball courts—spaces that directly benefit families, commuters, and youth.

“It’s more than fresh paint,” he added. “It’s about restoring pride and ownership in our public spaces.”

The representative thanked Full Circle Saipan operations manager Tony Ramos “for stepping up and supporting our mission to build cleaner, brighter, and more welcoming neighborhoods.”

“Their generosity shows how local businesses can make a lasting difference in community development,” Rangamar said.

He expressed hope that the donation would inspire more public-private collaborations. “Together, we can continue to beautify and strengthen our communities—one project at a time.”

Rangamar said his office will share updates on community improvement projects in the coming weeks.

In a statement, Full Circle Saipan President Perpetua Ruder praised Rangamar’s efforts to uplift and beautify Saipan’s neighborhoods.

“We’re grateful for the opportunity to support this initiative,” Ruder said. “This donation is a gesture of gratitude to the island that has blessed me with years of good business, strong relationships, and unwavering support.”

She said the repainting of bus stops, benches, and courts resonates deeply with her.

“These are small but significant spaces where families gather, children play, and residents pass through every day,” Ruder said. “Fresh paint may seem simple, but it restores pride, dignity, and a sense of care in our public areas—something every community deserves.”

She added, “I hope this contribution supports your vision for cleaner, brighter, and more welcoming neighborhoods throughout Precinct 3, and encourages more partnerships that make a lasting impact on the people of the CNMI.”
