Ukraine approves National Plan for European Child Guarantee by 2030

The government has approved, among other measures, the National Plan for implementing the European Child Guarantee by 2030.
The document outlines a set of actions aimed at ensuring that every child at risk of poverty or social exclusion has guaranteed access to quality education, health care, social services, healthy nutrition, and adequate housing.
As noted by the Minister of Social Policy, Family and Unity, Denys Ulutin, Ukraine is already implementing dozens of programs that support children, with the participation of the government, local authorities, and civil society organizations.

Implementation and the role of the coordinator
The Cabinet has also approved the provisions on the National Coordinator for the Implementation of the European Child Guarantee. This position will ensure coherence of actions among all stakeholders and regular reporting to both Ukrainian and European institutions on the results of implementing the initiative.
Context and next steps
Within this direction it is also noted that Ukraine will mark Children’s Day for the first time on November 20. The holiday was established by Presidential Decree No. 355/2025 of May 30, 2025, and will be celebrated annually on World Children’s Day. This is part of efforts to protect children’s rights and improve their living conditions.
All this points to a systemic approach to supporting the most vulnerable children and institutional mechanisms that ensure the sustainability of this assistance through 2030.
