Canada adds 764, Maniac Murder Cult and Terrorgram Collective to list of terrorist entities
The Canadian government has added three ideologically motivated violent extremist networks to its Criminal Code list of terrorist entities, including 764, Maniac Murder Cult and Terrorgram Collective.
Ottawa said these groups target young people in particular and use social media and online gaming platforms to recruit and radicalize, “spread propaganda and violent extremist narratives, and incite violence both online and offline.”
The designation means all property owned by these groups in Canada must be frozen and reported to CSIS or the RCMP. Providing property or financial services that benefit these groups is prohibited. Immigration and border officials can use this listing to deny admission to foreigners under the Immigration and Refugee Protection Act.
Public Safety Minister Gary Anandasangaree said the groups “prey upon people who are at-risk, especially our youth, and they must be stopped.”
Canada on Wednesday also added Islamic State-Mozambique, an affiliate of the Islamic State of Iraq and Syria, to the list of terrorist groups. It is an armed insurgent group based in Mozambique seeking to replace the governing authority with Sharia-based governance by seizing territory, infiltrating civilian populations and security forces, and committing violent acts of terrorism.
According to the Anti-Defamation League (ADL), 764 is a decentralized, global network of online communities that “glorify violence and engage in a range of criminal activities, including sextortion.”
The ADL describes the Maniac Murder Cult as a neo-Nazi group “known for its highly stylized propaganda videos and images of its members attacking homeless individuals.”
