No confession, no retirement: Why is Herzog even considering Netanyahu’s pardon request?

Over the past week, the defendant, Prime Minister Benjamin Netanyahu, made it clear on several occasions that he’s not prepared to admit to anything in exchange for a pardon. He won’t express remorse, won’t leave political life, won’t back off on his antidemocratic reforms and won’t form a state commission of inquiry. He made that explicitly clear to the president of the country, so he shouldn’t think otherwise.
