Suspended BPD officer in federal extortion case subject of 2021 crash, $400K city payout

BALTIMORE, Md. (WBFF) — Just this week it was revealed two Baltimore City Police officers are off the job.
Officer Kalman Finkelstein is now suspended without pay and facing charges linked to a federal extortion and conspiracy investigation involving State Senator Dalya Attar.

In an unrelated case, Officer Robert A. Parks has been placed on administrative duties as internal affairs investigates his actions captured in a viral video.
The cell phone video showed Officer Parks chasing a person using his police cruiser.
The five year veteran of BPD was suspended.
FOX45 News requested both officers’ disciplinary records.
According to Baltimore police, Finkelstein was first placed on administrative duties in 2022, pending the outcome of the federal investigation that has now resulted in an indictment.
A deeper look into his past shows his involvement in a 2021 crash.
According to online records, Finkelstein ran a red light while in his patrol car without the proper use of its siren or emergency lights at the intersection of North Caroline Street and East Baltimore Street. Finkelstein collided with a civilian car.
Just this past May, the city paid just under $400,000 to three teenagers seriously injured in the crash.
Police Commissioner Richard Worley stressed accountability and transparency when questioned about any concerns surrounding public trust.

“We’re going to hold the officer accountable for his actions. It’s an open investigation so as soon as the investigation is over we’ll proceed, but that’s the way we’ve been doing things. That’s the way we’ve changed our department. We want to be as transparent and accountable,” Worley said.
