The Met Office has issued a yellow warning for rain covering parts of Kent and Surrey.
The 24-hour long alert, due to come into force at 06:00 GMT on Friday, also covers swathes of England and part of Wales.
“Impacts appear more probable across south-east Wales, the Midlands and parts of southern England,” the meteorological service said.
According to the alert, outbreaks of rain are expected to develop from Thursday, become prolonged and heavy throughout Friday, then slowly ease on Saturday morning.
The Environment Agency and Met Office both warned flooding was possible from rivers and surface water.
Met Office chief forecaster Neil Armstrong said: “We are keeping a close eye on already saturated ground as this could lead to some flooding.”
The government advised that the the risk of flooding in Kent and in Surrey rises from “very low” to “low”, with it “possible but not expected” that runoff will cause problems and “likely that overflowing rivers will flood low lying land and roads”.
On Saturday the risk of flooding remains low and on Sunday the risk falls to very low, the government said.
