The suspect is 19-year-old man who lives in Oslo.
It is thought that he acted alone.
In a statement online, the police wrote: “We are at the Storosenteret following a report that a person has fired shots inside the centre.
“We have control of the shooter, we are searching for the centre for several injured and involved people.
“We have searched most of the centre and have not found any injuries.
“The perpetrator has been taken care of by us and health officials at the scene.
“As of now, it appears that there was only one perpetrator involved.
“We have searched for everything we needed, our assessment is that the area is safe and that the centre can open for normal trading.
“We will still have a smaller area inside the centre that is cordoned off.”
The police urged the public to stay away from the area while they carried out their work.
A police helicopter and multiple ambulances remain at the scene.
