Impact on power supply and the population
Since the start of Russia’s full-scale invasion, it has intensified strikes on Ukraine’s energy infrastructure. With the arrival of autumn, attacks by the Russian side have increased incidents of damage to energy and gas supply, which is especially relevant during the heating season.
Because of such attacks, the country uses hourly outage schedules and power-reduction regimes for industrial consumers and business to prevent longer disruptions in the system.
According to the UN Monitoring Mission on human rights in Ukraine, there is a serious risk of adverse consequences for civilians this winter due to interruptions in heating, electricity, and water supply. Such interruptions are especially vulnerable for elderly people, individuals with disabilities, and large families.
The UN emphasizes the need to prepare for possible disruptions in energy supply and to support vulnerable population groups during the cold season.
