West Yorkshire Retains Top Rating for Walking, Wheeling and Cycling in the UK

West Yorkshire Combined Authority Secures £29m as Region Ranked Among Nation’s Best for Active Travel
West Yorkshire has been recognised as one of the leading regions in England for promoting walking, wheeling and cycling, after retaining its prestigious Level 3 status in Active Travel England’s latest capability ratings.
The accolade, announced today (Wednesday 10 December), ensures the region will receive £29 million to support future active travel projects.
Top-Tier Status Places Region Among National Leaders
The West Yorkshire Combined Authority is one of just 11 authorities nationwide to achieve Level 3 status, the highest currently awarded.
The rating reflects the region’s ability to plan, design and deliver high-quality active travel infrastructure in collaboration with local partners.
Maintaining its position at the top tier means West Yorkshire will continue to benefit from long-term investment, with £29 million allocated over the next four years to enhance walking, wheeling and cycling routes.
Speaking on the accolade and investment, Mayor of West Yorkshire Tracy Brabin, said: “Cycling, walking and wheeling to get around isn’t only good for the environment, but makes us feel better and gets us fit.
“This new funding for active travel schemes is fantastic for the region and will help us build on our strong track record of delivering new and improved routes, making it safer to get around.
“This will form a key part of our Weaver Network as we seamlessly join up transport options across West Yorkshire to make a greener, better-connected region.”
Investing in a Greener, Better-Connected Future
Capability ratings run from Level 0 to Level 4. While no authority has yet reached Level 4, the Combined Authority is working towards achieving this standard.
The ratings recognise initiatives already underway across the region, including improvements along the A660 Otley Road, enhancements in Bradford city centre, upgrades to Huddersfield’s Broad and Narrow canals, and schemes improving access to schools.
The Combined Authority also funds free adult cycle training and supports a growing network of active travel hubs in Bradford, Calderdale, Kirklees, Leeds and Wakefield.
Funding to Support Schools, Greenways and Safer Routes
The new funding forms part of West Yorkshire’s Integrated Settlement announced in the Chancellor’s Budget last month.
It will support a range of schemes designed to improve access to schools and green spaces, enhance both on- and off-road active travel routes such as towpaths and greenways, and strengthen safety across the existing network.
