Palau National Anticipatory Action Framework Development Workshop

The Republic of Palau is highly exposed to climate-induced hazards such as tropical cyclones, storm surges, and heavy rainfall, which regularly cause flooding, damage to infrastructure, and disruptions to essential services. Events such as Typhoon Surigae (2021), Haiyan (2013), and Bopha (2012) have underscored the country’s vulnerability and the need for proactive measures to safeguard lives and livelihoods.
In February 2025, NEMO, PWS, OCHA, and UNDRR conducted a scoping and feasibility mission to assess opportunities for establishing a National Anticipatory Action (AA) Framework. The mission—endorsed by the Vice-President and the National Emergency Committee (NEC)—confirmed strong political commitment to integrate anticipatory and pre-financed approaches into Palau’s disaster management and financing systems.
Following that mission, NEMO established the Palau Anticipatory Action Technical Working Group, supported by the PHT AA TWG, to coordinate the design process. The national workshop represented the next key step: a participatory forum to consolidate understanding of AA, strengthen ownership, and co-design the operational, institutional, and financing components of the Palau National AA Framework for Tropical Cyclones.
