2025 Election Results: Special Elections in Congress, State Legislatures, and Georgia PSC

Special Elections

A congressional vacancy in Texas will be filled, although the race will likely require a runoff.  There are also a number of state legislative special elections. The most important of these – in terms of partisan control of a chamber – take place in Minnesota. We’ll also be following two special elections for seats on the Georgia Public Service Commission.

U.S. House of Representatives

Texas Congressional District 18

This deep blue Houston seat has been vacant since Democrat Sylvester Turner died in March. With a field of 16 candidates and no clear frontrunner, a top-two runoff is highly likely. That won’t take place before late January, keeping the seat vacant for almost an entire year.

A mid-October poll from the University of Houston showed three Democrats leading the field. Christian Menefee saw 27% support, followed by Amanda Edwards (23%) and Jolanda Jones (15%). All other candidates were at 6% or less.

An added wrinkle here is that the 2026 Texas primary comes up quickly on March 3. This will use redistricted boundaries, and may lead to an intraparty battle in TX-18 between the newly-elected member and long-time Rep. Al Green (TX-09).

Georgia Public Service Commission

The Georgia Public Service Commission is a five-member body that regulates utilities, including rates and infrastructure projects. Terms are normally six-years, with elections staggered. The state is divided into five geographic districts. Elections are statewide, but commissioners must reside in the district in which they are running.

A court case involving the Voting Rights Act led to these special elections, and also led to a reset of the election schedule for all five seats. The District 2 winner will serve until 2030, while the District 3 seat will be back on the ballot in 2026.

Here’s a candidate overview for the two positions.

State Legislative (General)

There are 7,386 seats in state legislatures across the 50 states. With that large a number, there are almost always vacancies that arise due to resignation or death. Special elections are held through the year; the ones below coincide with the 2025 general election. That timing could increase turnout, especially in those places where there are other high-profile races or proposals on the ballot.

Two vacancies

This district is in suburban Atlanta. Democrat Shelly Hutchinson resigned in September. She was unopposed for reelection in 2024.

If no candidate gets a majority, a top-two runoff will take place on December 2.

Minnesota Senate Districts 29 and 47

These elections will decide control of the narrowly-divided State Senate. Polls close at 9:00 PM Eastern Time.

The two vacancies will be filled

District 29: Republican Bruce Anderson died in July. He was reelected with 68% of the vote in 2022. The district is west of Minneapolis.

District 47: Democrat Nicole Mitchell resigned in July after a burglary conviction. She was elected with 59% of the vote in 2022. The district is near Saint Paul.

Mississippi Senate Districts 1, 2, 11, 19, 24, 26, 44, and 45

A legal challenge of the 2022 redistricting maps led to a 2024 court ruling that the state had violated federal civil rights law by diluting Black voting power in parts of the state.

To remedy this, the Mississippi Election Commission drafted a revised plan that was approved by a panel of federal judges.

As a result of the shifts, there are special elections in six Senate districts. Nominees were determined via partisan primaries in August.

Vacancies in Districts 24 and 26 will also be filled via nonpartisan special elections. If no candidate gets a majority, the top two finishers will advance to a December 2 runoff.

With 400 members at full strength, the New Hampshire House is the largest legislative body in the United States.

Many districts are multi-member. Berlin area Coos 5 has two seats. Brian Valerino resigned in June. Valerino and Peter Morency – both Republicans – narrowly defeated two Democrats in 2024.

This district encompasses some suburbs of New York City. Nellie Pou (D) was elected to Congress in November, 2024. In January, fellow Democrat Benjie Wimberley was elected on an interim basis by Democratic committee members. Wimberley is on the ballot for this special election.

Pou was reelected by a 69% to 31% margin in 2023.

This district borders Canada and Vermont in the northernmost part of the state. Democrat D. Billy Jones resigned in August. Jones was unopposed for reelection in 2024.

This district extends north from Fort Worth and Arlington. Republican Kelly Hancock resigned in June to become Acting Texas Comptroller. Hancock was reelected by a 60% to 40% margin in 2022. 

If no candidate gets a majority, a top-two runoff will be held at a later date.

Washington Senate Districts 5, 26, 33, 34, and 48

Two vacancies

Districts 21 and 88 are GOP runoffs from October 21 primaries. The special elections are on December 23. 

District 98 will be vacated in early January by Chris Murphy (R). If needed, a primary runoff will be November 18, with the special election on January 6, 2026.
